Poles
Each HES element is a spectrum, not a category: the Low and High poles describe how it presents at its two extremes, while the Reference marks the typical, everyday middle. The poles map variation across the range — neither end is inherently better or worse.
Externally driven start: rarely starts without a push; initiation depends on pressure, deadlines, explicit assignments, or other people’s prompting.
Starts readily on their own; initiates tasks, projects, conversations, and improvements—an internal engine.
Can self-start, but performs best with clear framing; initiative drops in ambiguity or fatigue.
Measure
Measuring Methods
• Project observation: share of proactive proposals and initiations.
• “No owner” scenarios: does the person step in and begin?
Empirical Anchor
Notes
• Risks at MIN: dependence on external management, missed opportunities.
• Risks at MAX: over-starting, dispersion, initiation without completion.
