Definition

Planning that remains functional under disruption by using buffers, contingencies, and explicit “if–then” branches.

Poles

Each HES element is a spectrum, not a category: the Low and High poles describe how it presents at its two extremes, while the Reference marks the typical, everyday middle. The poles map variation across the range — neither end is inherently better or worse.

Low Pole

Brittle plans: a single disruption collapses execution; minimal buffering and no realistic contingencies.

High Pole

Robust plans: expected disruptions are anticipated; buffers and decision branches preserve progress.

Reference

Adds buffers after painful lessons, but coverage is inconsistent and not systematic.

Measure

Coverage: proportion of major foreseeable disruptions with a pre-specified response path.
• Robustness: degree to which plan outcomes hold under typical disruption scenarios.

Measuring Methods

Scenario stress-tests (“what-if” drills), post-mortem disruption analysis, expert review of contingency branches.

Empirical Anchor

Antifragility concept (Taleb, 2012); contingency planning; proactive coping (Schwarzer & Taubert, 2002).

Notes

Not reducible to anxiety; this is engineering the plan, not worrying.
